When 4400 missing people mysteriously appear all at once in the foothills near Washington, the world has to deal with how the returnees haven't aged a day but have developed supernatural abilities. A special division of Homeland Security is specifically created to keep an eye on them.
The story of the returnees to Earth continues, and while the forces of good are trying to protect the center of the 4400, strange abilities emerge of the returnees, and the forces of evil intervene to exploit them to destroy the city.
The events of the third season begin with the broadcasting of the Nova Group for an important statement in which it promises salvation to the whole world, while a grave danger threatens the 4400s, when a mysterious criminal appears to kidnap and harm them.
