Conrad and Sally are left alone at home with their pet fish. It's raining outside and they're bored, but that changes when they find a cat in a hat at their front door. He introduces himself and they start to enjoy their time through pranks and risky games. Things escalate, until it is clear that the Cat in the Hat has to leave.
