Numerous refugees are arriving in a tiny town in Bulgaria near the Turkish border. A guy called Evan, who serves as the community's postman, is one of the contenders for mayor. Evan had foresight; he chose to run for mayor and to take in immigrants in order to save his dying village. His opponents, though, had a different perspective.
